Downloading Old Apps on Old iPad or iPhone?

I apologize if this question has already been asked...

My friend showed me his Purchased apps list and some apps had a grayed out download icon. I'm assuming these are 32-bit apps which were unsupported after iOS 11. Can these apps be downloaded and installed on an older iPad or iPhone running iOS 10?

Have you checked using the AppStore app on the old iPhone itself? It might show if 32-bit versions are still available. I have one 3GS with iOS6 and I used to download old app versions directly on it, but haven't checked it recently if that still works.

That's what I want to try but he doesn't have his old iPhone or any other older device. I wanted to find out if it's even possible before purchasing an older used iPhone or iPad for him.

If anyone is interested, the answer is yes. You can download and install your old apps on a device running iOS version 10 (not sure about older).
I was able to get my hands on an iPad 4 for super cheap. Last update for it was 10.3.3
I was able to download and install a few old apps that I think were 32-bit apps (original Street Fighter IV app) and they worked. My friend was delighted to use his old apps again.

Probably as long as those app versions are still available and offered by the developer via the App Store.
