I am trying to import my library to my computer but it’s not registering all my photos. Does anyone have a solution to this?

Also, what is the best route to transfer photos from my computer to my iCloud/iPhone??

This is my biggest annoyance I have with the iPhone.
 
If you can find an app called image capture, you can backup your photo from your iPhone to your computer easily. That computer has to be a Mac though.

If you are using windows PC, I don’t know. Maybe iMazing will do better.

Need more detail. Are you on a PC or Mac? Do you mean importing photos from your phone to your computer, or from the cloud, or an external drive, or your camera, or somewhere else?

Again, depends if you're on a Mac or PC. If on a Mac, turn on iCloud photo library and let them sync across?

Is installing iCloud photos the best option since the import option on PC gallery doesn’t find all my photos on my device for some reason.

Also need my photos on PC and export them to my phone. These were taken by my Canon

I'd try iCloud for Windows and using iCloud photo library, you should be able to transfer photos both PC - phone and phone - PC with that. AFAIK the sync is pretty reliable these days. There's a KB article here on how to set it up.
