I am playing around with the downtime feature and it has every app locked out, but allows Safari. Do others experience this, or am I doing something wrong?

I'm getting the same result on my 6s on beta 2. On beta 1, Safari was locked out during the downtime time period. You have probably seen that Safari is not in the list of apps under Screen Time/Always Allowed.

once when I tested it, I could open the app and it wasn't dimmed out, but it then displayed the time limit screen

This behavior is still present. Is this by design or is there a way to fix this?
