I don't know if this is a Sierra because I only installed it a couple months ago. For some reason when I highlight some text on a web page and then go to drag it the text deselects.

Am I doing something wrong here? I left click and highlight the text I want to drag to my desktop.
I release the mouse button then click the mouse button again on the highlighted area and drag to desktop. It's the way it always worked or am I nuts.

Now when I click on the highlight to drag it just deselects everything!
 
Do you see this behavior on all websites, or just a particular website? I'm running El Capitan and the highlight, then click and drag is working the way you are expecting it to work. My Sierra laptop is at home so can't test that for a few hours.

I see I can do it on text documents I have on my computer it works but not on web pages. For example it doesn't work here.

Ok, now this is weird. I'm highlighting text here and it seems there is only a specific place were it does work.

It works if whatever I highlight, I then click and drag on the very end of the highlighted area.

I could've sworn it used to work clicking and dragging from anywhere in the highlight area before Sierra.
However on the text documents I mentioned I can drag and drop from anywhere in highlighted area

Seems easier to find that point when highlighting from top of text downward. More tricky to find the spot if highlighting upward.
I have to click on the very very end of highlight to make it work or text deselects

So I'm on my Sierra machine now, and I can confirm that after highlighting text in Safari, I can click and drag that chunk of text around. I can do it from anywhere inside the highlight, not just at the end.

One strange aspect seems to be that you cannot click and immediately drag - it seems you have to click and hold still for a long moment (1-1.5 seconds) before dragging. As long as I wait that second+ between clicking the highlight and beginning to drag, it works very reliably.

You're right, it's just doing it for me too! Then it doesn't, lol. There does seem to be some sort of 'magical' combination of how long a delay before you perform the drag click, how long it is and where in the highlighted text you do it.

At least for me it's a very very finicky operation. Sometimes I get it, mostly it just deselects the text.
