As far as the quality of this program, I can't say. I would imagine that it works just fine.

Pain tool Sai, and Corel Painter are som good ones.

I tend to use Sketchbook Pro for my personal work (pretty much only use photoshop for the day job stuff any more).

I wish there was Sai for MacOS.

I use sketchbook pro here as well. You can get the free version on the apple store as well to try it out (pro offers full layer support and deeper controls for all the brushes)
