Flux is really good for those with intermediate skills and is relatively easy to use. If you just want to create a web site visually just use WordPress its really easy to get a nice site up and running.

am I able to import an already created site into Flux or a Wordpress site?
 
I mostly use vim, but Sublime Text 2 is very nice. If I want to edit CSS and see what it looks like in a browser, I use the "Inspect Element" menu in Safari (or Chrome if I'm on a PC) and adjust the CSS there. The changes show up immediately and properly.

Anyone who takes this stuff seriously should learn how to code by hand. Couldn't disagree more with the guy that said hand-coding isn't efficient. If you know CSS like the back of your hand you can bang out a 2 column + header + footer liquid-layout in a couple of minutes in a text editor.
