Putting any device in RICE - WET - think about it REALLY.

Long term wet for days in RICE vs a few minutes exposed / baked with heated air - like electronics have been made for 50 years.

All I can say - you've created a bio hazard - with electrons & live circuits.
There is no absolute disconnect from the battery.

Farmers start seeds in wetness.

Salt water is a different story.
But deep soak rinsed in fresh water immediately could save it.

Guys with 10K cameras fallen in the ocean - usually instant permanent death if not flushed.
And dried quickly

I think your phone should be fine even without all the right precautions and remedys you took. iPhone 4 through 5 are pretty compact that a second in water shouldn't effect it
 
^Yep, it's still working (what seems to be) perfectly. Still don't understand about that sim tray though....

Even my Old 3G from years ago took a swim in the toilet and was fine even after i sold it.
