Dual screen doesn't work in iOS 9 on iPad Mini Retina 2

I just installed iOS 9 but I can't use the dual screen function I'm afraid. I can drag out the second app from the right side but there's no icon for sliding the app to 50% of the screen. It can only take up the initial 30%.

Am I the only one experiencing this? The drag-able bar at the far left side of the second app is simply missing.

Air 2 and Mini 4 only. You only have 1GB of RAM and that isn't enough to run multiple apps at once.

You can still do the picture in picture feature and of course slide over which you already mentioned.
