I feel dumb just asking but I can't seem to figure out if something is wrong or if this is just missing.

On my iPhone, I have the Camera Roll which is all of the photos I take on the iPhone, saved from emails, web, twitter, apps, etc. There's the Photo Library which is everything from the roll and all the events & albums. Then the Photo Streams, events, albums, etc organized blah blah.

On my iPad Mini, there is a tab for Photos which is like the Photo Library with all the photos on the iPad, individual events, albums, photo streams, etc. But there is no Camera Roll with just stuff I've taken/saved on the iPad. It's all just mixed in the big Photos tab.

Am I missing something or is this how it's supposed to be?
 
Sounds right to me. Photos = all photos on the iPad. If you want to see your Camera Roll in the Photos app, tap the Albums button. Camera Roll appears as an individual album.

But that's the problem, it's not there. There's nothing called "Camera Roll."

I have a camera roll. Seems that you are missing something.

Try going into Camera.app and clicking the bottom left icon to see if the camera roll appears from there.
 
When you take a pic, what folder DOES it show up in?

It shows up in the Photos tab but there was still no "camera roll" so I did a restore. I'm not sure what the issue was but it seems to be ok now. Camera roll has appeared.
