E-mail "push" option............

In "settings" for mail, under the account, below the "push" button it says: "New data will be pushed to your iPhone from the server when possible."
Can anyone explain exactly what "when possible." specifically means?

I'm guessing it just refers to when you have an active cellular or wifi connection.......
