E-mail "push" option............

In "settings" for mail, under the account, below the "push" button it says: "New data will be pushed to your iPhone from the server when possible."
Can anyone explain exactly what "when possible." specifically means? 😕

I'm guessing it just refers to when you have an active cellular or wifi connection.......
