Edit function in Notifications keeps disappearing

I have a 6. The edit function in notifications keeps disappearing. Did a reset (depress home/off button till apple appears) and it came back, but now it's gone again. I didn't do the software update so it's still 8.0. Thoughts?

Mine doesn't do that.. iPhone 5.

Mine does it and I noticed its when its only on the LOCKED screen, unlock then try again.

Not sure if its a bug or by design. Seems like it would be by design so people cannot change it when the phone is locked without Touch-ID/Passcode.
