Has anyone figured this out?
I know I can just use smb but all my clients are already set to using afp.

What seems to be the limit you're running into? Apple may have deliberately limited this functionality to Mac OS X Server (unlimited-client), though I don't know for sure.
 
on afp you can have a max of 10 clients on a non server os.
I was hoping that it would be in some config file somewhere where you can modify this.
 
You must have Mac OS X Server Unlimited Client version to overcome this.
The base Mac OS X Server is also limited to 10 concurrent AFP/SMB connections.
There's no circumventing this.
