editing edges in iPhoto

Hey yall - what program can i use to edit a pictures edges? I'm trying to edit the photo to look like this:

If I use iPhoto or Pixelmator, what could I do to replicate that look?

i'm really new to the whole photo editing scene so I realize this is probably very easy to do but I've tried to find the answer myself but I can't come up with it so could someone chime in? thanks

In iPhoto, one of the options in the "Effects" panel in Edit mode is "Edge Blur".

Under the Effects menu select "Edges and Frames"

Looks like a rectangular selection with an edge feather to a white background layer.
