Sometimes I will be scrolling through an article on a website, and suddenly my cursor becomes very large, and then, just as suddenly, recedes again. Is this something to do with a new feature on El Captain that I'm not aware of, or is my cursor just morphing into some type of giant within my Mac?

There is a feature in El capitan where the cursor becomes large when you shake the mouse rapidly to enable you to locate the cursor

Ah, found my answer. Go to Finder preferences>accessablity>display> then uncheck "shake pointer..." box to get rid of the enlarging cursor.

Thanks. I found out about it. Too distracting for me.
