This on my old Mac mini on which I had to wipe the internal SSD and reinstall El Cap.

When El Cap was installed it also installed Safari 9.10.2. This worked fine. Late in the day yesterday the App Store wanted to update Safari. I did.

App Store "thinks" that it installed 11.1.2 but it did not.

Safari is still at 9.10.2. It no longer works. Windows will not open. Preferences will not open, etc.

How can I force the App Store to update Safari to the current version?
 
After doing some research I decided that the only way to reinstall Safari was to reinstall the entire OS. So, I downloaded the El Capitan installer from the App Store and reinstalled. And, now, Safari works again, but it's still at version 9.10.2 and the App Store still thinks that it updated Safari to 11.1.2.

So, at least I now have a working version of Safari, but it would be nice to be able to update it to the latest version.

Sometimes it takes another set of eyes to see the obvious.
