Been trying to do an internet recovery for two days, apple’s server tells me it’s not available
and try again later.

I have a recovery partition but I can’t login because my user drive died and I never
enabled root to log in.

Have many days of time machine backups to no avail.
Any ideas?

You don't need root privileges to access your recovery partition. Maybe your? Mac has firmware password set?
Anyway, here you have: https://support.apple.com/en-us/HT206886 - Use it to create a bootable USB installer. In any case you must know the firmware password or your machine will not boot from anything except the internal disk
