They need to give you their iTunes user name and password. Only 5 computers at a time can be authorized to access music/apps owned by a given account.

How do you get apps on the new authorized computer?

I authorized my lap top from my wife's iTunes account, and all I can seem to get is the music.

No. You have to buy the apps yourself.
