Enable Server App 5.6.3 on Mojave for Remote Access

I would prefer to user the server app to remotely manage my High Sierra OS Server running v5.6.3.

Has anybody found a way to enable running the server app on Mojave for remote management. Screen Sharing is not as elegant.
