Enabling Personal Hotspot in unsupported carriers

I don't know if there is a way to enable this feature...I don't want to jb my iPhone.. I've had so many problems with bus in the past so I will never jb again...
In my country, this feature is not supported... but I think that this feature may could be enabled since it's added by apple directly in the software..

Any light?

You have to jb. No way around it.

I've jailbroken every iOS device I've had for years (since ipod touch 1st gen). It has gotten easier and more reliable as time has done on.
