That's well better than the 9:52 the last model eked out, but keep in mind we were testing a cellular model that time. This one is WiFi-only.

They're comparing a 3G model with a WiFi model. Obviously 3G is going to take up more battery.
 
I just finished reading engadgets review of the iPad 4. It says the iPad 4 gets more than an hour of extra battery life over the iPad 3. None of the other reviews I've read so far claim this. You think this is accurate? If so I would wanna upgrade to the iPad 4.

Probably. I'd imagine the A6X process is fabbed on a smaller process saving power.
 
Custom a6x processor plus 32nm fab vs 45 nm will definitely see a decrease in power.
