engaged tone/uk/stupid

I' m never sure if a call I'm making is engaged or there's a tech error such as input error on the number dialed-same tone for both! Why?

no-one here was involoved in the making of the iphone, and people who were are not aloud to publicly comment on such things.

Yes, it is quite annoying, I thought O2 had gone down again the first time I tried to ring someone who was engaged.
