2. I'm under 18 so can my mom register for me without any trouble?

1. if your debit card is a visa electron (don't know how master card calls it), then yes, it works.

on 2. I don't know. I suppose the account's owner would be your mother as you have to be 18 to sign the contract. (there's some tax forms too)

I was in the same situation as you and I enrolled with my mom's credit card. Just make sure you put your own name as the seller name and you'll be fine.
