equalizer in os x?

I was told that mac os X has a system equalizer or mixer in it(similar to creative sblive app). And for the life of me I cant seem to find it. I even looked under the system preferences / sound on a macbook.

There are native Audio Units. As far as I know you need an application that can use them to, well, use them.

You can use an equalizer in Quicktime Player, iTunes, and DVD player. I'm sure there is more...
