the fact you are using windows might be the issue,

I had errors a few times earlier.. 3003 I think:

- Make sure you have the correct IPSW; it's different for 3G, 3GS, etc.
- Powercycle the phone.. or in my case, I did a reset, home button + sleep button until it resets

Worked fine after that! The folders in os4 are great
