Error in erasing APPLE HDD, please help so that my macbook pro can be start

What is the model / year of the MacBook Pro and do you have a backup ?

If it's from 2018 or later, it has a T2 chip and you need to go to an Apple service center with proof of ownership so Apple can unlock it.

Note - If people have a Mac with a T2 chip, don't erase the drive or at least allow booting from an external drive first.

So if one wants to sell a 2019 mbp with a t2 chip, is there a different procedure to follow that doesn’t involve CMD R and disk util, disk erase, and reload?

I'm not sure what the procedure should be now.

I would at a minimum disable the T2 security that prevents booting from an external drive.

That's no longer true. It was true the first month they were released...

Have you tried an internet restore?
