    "[...] Questions? Call 180-067-6277 Mon-Sun 4 a.m. - 10 p.m. PT"

What is the correct phone number?

Looks like it's one digit shifted with the last number cut off, but the 676 part is weird. On my phone I have Apple Customer Service as:
    800-692-xxxx
    not
    800-676-xxxx

Is the 676 number specific to billing questions?

    --- Also...

    Salesperson < blank >
    Contact BD
    Entry Date 10/27/16
    Ship Date 11/13/16
    Routing UPS

    What / who is "BD"?

--- FYI, shipment progress on my MBP 15" BTO

Originally Scheduled For Delivery On: Friday, 11/18/2016

(Currently) Scheduled For Early Delivery On: Thursday, 11/17/2016
    Estimated Delivery Time: (Austin, Texas) 1:45 P.M. - 5:45 P.M

    Shipment progress:

    1) China 11/13/2016 4:23 A.M. Order Processed: Ready for UPS

    2) Shanghai, China 11/13/2016 4:41 P.M. Origin Scan

    3) Shanghai, China 11/13/2016 7:53 P.M. Departure Scan

    Current status --> 4) Shanghai, China 11/13/2016 8:15 P.M. Arrival Scan

So it missed the first couple planes out of Shanghai over the weekend.
But it will be here soon. So jazzed.

According to GetHuman, one of Apple's customer service numbers is 1-800-676-2775.

Looks like the online store support for Canada (as seen on http://www.apple.com/ca/contact/ and based on the fact that the automated system is bilingual).
