I was not aware in the EU you can get a speeding ticket because the police officer noticed you were going near the speed limit and thought you’d soon go over. In the US we have to wait until you’re over the threshold the law states before it applies.
That must be frustrating for drivers! I would imagine everyone slows down because you don’t know if the law is going to arbitrarily apply to you based on how the enforcers are feeling that day.
Kinda a good explanation for the EU’s innovation issue now that I think about it.
