European cross-border buying

Hello all, I'm currently living in the UK and thinking about moving to Belgium, so I started to look at the different Apple Online Stores for each European country.
On doing that I noticed that the prices vary depending on the country I select and that there isn't the refurbished Macs option available to some countries.
Well, my question is, can anyone explain me if it's possible to buy an Apple product from a different country (all inside Europe), from the Apple Online Store?
It would be nice to be able to purchase something refurbished, or at a lower price from a near country.

You need that country's credit card, I think. You can buy from e.g. Swedish reseller if they accept international orders but keep in mind that shipping will cost some € too.
