If I am suspect that someone who was permanently suspended has returned with a new username but not 100% proven is it even worth reporting them for this? I am not sure how hard ban evasion is enforced here if the user isn't particularly causing trouble, nor am I sure incidental evidence would be enough.

Absolutely report it.
I’ve reported probably 75+ members that have had duplicate accounts and the moderators use a ‘back door process’, [which I won’t elaborate on here], that cross references a checklist to confirm the OG user.
The outcome (Again, w/o divulging much), said banned member will be completely blacklisted from the site where they can’t create another user account.
