Fascinating that that announcement and what's on the page you referenced don't quite match up. Observe:

N.B.: "may now offer..."

You´re right, missed that. Thank you very much for pointing it out. Well, now I´m puzzled at Apple, because there is no "may" in this situation. Either the OS updater gives you the choice or it does not. What "may" even means in this context?. Its crazy.

Is not a rumor.

From Apple (see the settings tab):

iOS now offers a choice between two software update versions in the Settings app. You can update to the latest version of iOS 15 as soon as it’s released for the latest features and most complete set of security updates. Or continue on iOS 14 and still get important security updates until you’re ready to upgrade to the next major version.

I agree with you that you probably wont be able to downgrade once you do update to IOS 15, particularly when we are talking about new devices, but time will tell.
Oh ok, then it’s official. Sorry about that. Now, on existing devices you can actually downgrade for a limited time (usually a few days until apple stops signing the previous update). It’s not too easy but it’s possible. What I meant was that the coming new iphones (iphone 13 or whatever they end up being called) will ship with the iOS 15 and I don’t think Apple will allow those new devices to be downgraded to iOS 14. That would mean optimizing iOS 14 for those devices that didn’t exist when it was released and the creation of new ipsw files. I just don’t expect apple to allocate resources for something like that.

Or it may be "may" because it won't apply to devices that had "upgraded" to iOS 15 or came with iOS 15 already installed?
Well devices that upgraded can be downgraded back for a limited time period (usually a few days until apple stops signing the older software). Devices that came with iOS 15 can’t be downgraded. There are no ipsw files for those devices because they did not exist when iOS 14 was released. And I doubt Apple would allocate resources to create some.
