Like many, I've been waiting for years for Apple to open up the AppleTV for 3rd party developers.

I just ran across some evidence that this may happen very soon. AppleTViOSDevicesHL.png .

On the Apple developer portal (developer.apple.com), under Manage iOS Devices, they seem to have added "Apple TV" to go along with all the other iOS devices you can register for development on. (see below)

This seems like pretty clear evidence that Apple is finally opening up the AppleTV for development.

As I recall, this was added years ago.

I don't own an Apple TV so I'm not really sure why they're in the program, but a few guesses for why:
1 - Allow you to install beta Apple TV OS versions.
2 - Allow you to stream content from beta iOS and OS X versions.
