Excel 2013 for OS X Keeps on opening Files Readonly

Good Day,
Excel is driving me crazy, it keeps on opening files in read only mode. Even I am the one who created them originally.

1. Files are local on my drive
2.I Check their properties they are not locked or set to readonly

Issues everytime I open excel files and make changes I need to save as them and pick different file name.

try googling the issue, am sure there are other possible fixes if that doesn't do it!
