Does removing / deleting a work exchange email also means iOS will now stop that periodic prompt for user to change the lock screen passcode ?

Does the default setting that allows users never to lock screen also come back ?

Yes. Those are Exchange Admin imposed limitations. When the ActiveSync\Exchange profile is removed (email deleted), it'll go back to the behavior of a normal iPad\iPhone.
