On 12/7/2014 I bought a late 2013 CTO rMBP to find out today that Apple released new models. Can I exchange mine for the new one? I upgraded the RAM to 16GB and I didn't actually receive it until 21/7/2014, so I've only had it for 8 days.

They go by purchase date, not received date. Best you can do is ask but frankly I doubt they'll do anything. The spec bump is hardly worth the hassle in my book. Call them and ask. You can get 100 people here telling you yes but the guy who will make it happen is the guy working for Apple, not some member on a forum.

Still, my guess and answer would be no, not a chance.

Go to a store and ask. I have heard plenty of stories over the years of apple allowing an exchange in circumstances like this. It will all depend on who you end up speaking to. Be nice and ask, if you are forceful or demanding at all they will not likely help you out.

Worst case scenario, they say no.

No, they go by the date you receive it:

You should be able to get an exchange ...

They may not exchange it, but you could return it (within the 14 day return window) and re-purchase the 2014 equivalent.

I got mine before you did, and I called this morning and received a $100 back off the price of mine. Just go ahead and call them. They're generally very reasonable.
