Yep !

Spoke to a couple of stores yesterday yes couple of stores are doing it ! But it is not a national policy so It will not confirmed by Apple as a Global Offer !

What store was it ? That really is surprising because I just called up the Apple Customer Service Number and I also called the Apple Fifth Avenue New York Store and none of those places said we are running any such offers that if you have bought your iPad in the last 30 days or so we will take it back and upgrade it to iPad-4 ! So what is it that you guys are reporting here ??

14 days IS the limit.

I did read somewhere one store is implementing the upgrade to an iPad 4 if it was bought within 30 days. I think it's up to the store manager where you bought the device. Best to call the store.

Bought iPad 3 in September 23rd. Returned it without any problems in October 23rd an hour before Apple store closed. No restocking fee either.

Exchange ipad 3 for iPad 4

Ok, as promised this is my update on this, today I took my 2 iPad 3's back to the Apple store, as stated previously one was bought 30th Sept and one on 6th Oct.
The store honoured what they said completely so 10/10 Apple again for brilliant customer service. They gave me a full refund and I then purchased a new ipad 4 and my wife decided she wanted a mini which we bought instead of the other ipad 4.
The store was Garden City in Perth, I restored using iCloud and everything was up and running within 30 minutes, so easy.
I have a laptop which runs windows gathering dust, I hate windows it's so slow to start and always has a problem of one kind or another, if I was able to run a mac at work I would.
Good luck to everyone trying to exchange, it can be done.

Just got off the phone with my local Apple store in Leawood, KS. They informed me that they have temporarily modified their return policy for the iPad to allow for a 30 day return period versus a 14 day. Since I did not tell the customer service representative if I bought it online or at their store, I would assume that "they" would mean "Apple retail", and NOT just this specific store. It seemed like she had been asked this question before, as she rattled it off quickly with no hesitation or emotion.

She also mentioned that they currently have all iPads available in all colors and memory sizes with the exception of the black 16GB Mini. This was at 11:45AM Central Time.

Today I was told by an employee at the store in Covent Garden that they have received a message from corporate saying that the 30 day thing should not be in effect, and that they should follow the 14 day policy only. I mentioned that I was assured by Apple staff in the store the day after the announcement (when I was within my 14 days) that an exchange would be possible, and she went and spoke with a few people and it was fine and I got the exchange. But just a heads up that you may run into issues with this.
