How does doing an exchange equate to spending more money?

So place an order for in-store pickup and go return what you have and get the one you put on hold.....I don't get what the complication is.

Just curious, but whats the difference between a return/rebuy and an exchange? Couldn't you just return the phone you didnt want and then rebuy the new phone?

This is not possible if the phone was purchased in conjunction with activation. That complicates things because the way Apple does it is to return the phone then force upgrade it.... not as easy as it sounds.
