Excluding Windows Drive from Time Machine

How do you exclude an entire HD from TM? I have XP Pro on drive 2 and Vista Business 64 bit on drive 3. Also is it possible to use a cloning program to clone my Windows drivers? If so which one would you recommend?

All non-HFS+ volumes (and externals) are automatically excluded from Time Machine by default.
