You can get a program called WINE http://www.winehq.com/ & http://darwine.opendarwin.org/, it is a fair bit of fiddling and stuff so if you can find a mac version for the program it would be a much better alternative.
Another way is to run windows under parallels but if it is just a simple program there is probably a similar one available for mac to avoid the hassel.

The only major exception is self-extracting archives (essentially .zip files that are packaged with a little unzip utility so that they'll open on a Windows computer that doesn't have a zip utility). I think Stuffit will open those. Likewise, File Juicer will crack open (or, erm, juice) any .exe file and try to extract components in it, if you want to extract an embedded CAB file, image, etc, etc.
