Hello,

I noticed several times that my total number of excercise minutes aren't calculated as it should be.

As it is shown on the pictures below you can see that I walked 24 minutes and done some exercises 8 minutes but the total calculation of excercise is 14 minutes.

Does anyone else experienced such an issue?

I have had to reboot both watch and phone for it to sync up a lot of times. I'm still on 6.1 though. It's been a bug since the Series 3 in my case. My iPhone undercuts the minutes. So if my watch shows I did 30, my phone reports 28. Also, any awards gained from closing a ring won't show up on the phone since it won't show the ring closed all the way.

It is NOT a bug.
Your heart rate needs to be over a certain threshold to count as exercise minutes (it does the calculation based on the information you provided setting up the Watch (your age, etc.)
You need to elevate your heart rate to a certain extent in order to get exercise minutes credit. Similar reason why the Watch tells you “Go on a BRISK X minute walk to close your movement/exercise ring today”.
 
Hm... didn't know that. So you may excercise yoga with heart rate of 70-80bpm and it won’t count as exercise? That’s little bit stupid
 
Why do you think it’s stupid? You start your car and it’s idling at 600 rpm, you are not “driving it“, correct? It is doing the bare minimum. Same thing with your body, if your average resting heart rate is 65 and your heart rate goes up to 70-80 when you are doing yoga, as far as your Watch is concerned, you are not exercising. You are barely moving.

Anyways, here is a direct quote from Apple: “The Exercise ring shows how many minutes of brisk activity you’ve completed, whether you’re just moving at a fast pace or doing a specific workout in the Workout app. All at once or a little at a time, you can earn Exercise minutes however it works for you.”

That’s fair. I think this needs better explanation in the UI for the first time  watch user like me

There are ways around that situation if you feel cheated about your yoga, Tai Chi, or other types of those activities. Using the "other" category counds minute for minute of exercise, without regard to your heart rate. Also, an app (FitIV Pulse) will allow you to customize your apps so they will count minute by minute also. Not for cheating, but only if you feel cheated as for some, Yoga/Tai Chi does burn calories at an amazing rate, plus, they're good for your entire body.

It is already counting exercise minutes though. The heart rate is already in that threshold. The 'bug' is the discrepency between what the watch is reporting and what the phone is seeing. The watch is the default exercise device in this situation so one would expect the phone and watch to be 100% in sync with one another.

Also, the fact that a reboot of both watch and iphone make them sync up properly points to a syncing bug of some sort.

Afaik yoga is among "other" activities, which count every minute as exercise, with no HR limit

This is not a move ring/exercise ring discrepency. This is the watch claiming 30 minutes or so of exercise while the paired iPhone seeing half or less than that. The watch is seeing more exercise while the iPhone seeing less.

that being said, I've had to resort to manually starting workouts because my normal resting heart rate is always high--90s-100s. Doctors said it's normal for me, and I'm healthy and have normal BP.

But since that's the case, the watch will not see the required elevation since exercise makes it go from 98 bpm resting to 110-135 bpm exercising. There have been times I've sat watching TV and it assumes I'm exercising since I'm watching an action movie and it makes my rate go up enough to trigger it.
