If you use a Mac, you can import iPhone photos using iPhoto. Connect your phone to your computer. Start iPhoto. Import your photos from the pop-up box. It's pretty straightforward.
To export from iPhoto to your iDevice, select the device in iTunes left-pane, then select "Photos" in the upper bar listing "Summary Info Apps Ringtones etc". Check the "Sync Photos from" box and select iPhoto in the pulldown, then choose All Photos or Selected albums etc.)
On your next sync whatever you've chosen should sync over.
