hey, i would like to know if my photos (photo library) that i have placed in an external harddrive would be affected if i factory reset my computer and connected my hard drive again

when you set the computer up again you'll just have to point to your external drive again so it will connect.
 
I know nothing about iCloud, but do you use it to "sync" pics?

If you DO NOT do this, you can export the library to an external and disconnect it.
That should preserve your pics.

But... let me suggest a better way to do it.
Download CarbonCopyCloner from here:

CCC is FREE to download and use for 30 days -- this will cost you nothing.

Use CCC to create a cloned backup of your internal drive onto an external drive.
Now you have an EXACT COPY of EVERYTHING that was on the internal drive before you "wiped it".

The backup will be BOOTABLE, too.

You should be fine. Once you have set up your Mac again, press the ⌥Option Key at the same time as opening the photos app.

Click other Library and browse to where you external Library is.
