I have an external drive attached to my iMac that I rarely use (it's from my previous computer). I used to be able to leave it plugged in but I would eject it and it would stop showing up in Finder. When I wanted to use it, I'd reboot the computer and be able to access the drive. The nice thing about ejecting the drive is that I could leave it plugged in but it would not send power to the drive. Since it's a hard drive, having it shut down was good, versus having it always running.

Now, I eject it and it keeps coming back in Finder. I'm guessing it's due to the latest update (Im up to date running Tahoe 26.4.1). Is there anyway to eject the drive permanently until I reboot like it was doing before? I'd hate to have to unplug it and plug it back in as needed, but I don't think it's good to have it running all the time since I rarely shut off my iMac.
 
My suggestion is simple (simplistic?):

Since you "rarely use" the drive, disconnect it.
Connect it when you need to use it.
Use it, and then... disconnect it again.

Things will just go better that way...

(that's how I manage ALL of my external drives...)

That's a (very annoying) bug in 26.4. Any time the display sleeps and wakes, any unmounted external volume will be remounted. Seems to be fixed in 26.5 (beta) – unmounted volumes remain unmounted when the display wakes.
