I have an external display I use. Every time I plug it in via mini-diplay port/dvi, I get a good 20seconds of a white noise looking screens but with all of the colors of the pixel

What causes this? Is there anyway to have my screen pop up right away and not have to wait for this? The internal screen on my mbp is fine, just the external needs some time to output the signal.

2012 mbp 13in 2.5 i5 16gig ram 500gb ssd

Display is a westinghouse L1916HW 1680x1050

Connection is mini-diplay port to dvi
