External Display seems bury and pixilated

Hello all,

I just got a HP 24F model 23.8 inch model display for my Macbook air. Does anyone have any suggestions as to how to fix this issue? I have the 2020 MBA with a 4k compatible USB C dongle and the HDMI cable that came with the monitor.
