Yes. You can install Win 10 directly to ext SSD without using BootCamp. You do need to install BootCamp drivers after Win 10 installation. Not using BootCamp to install Win 10 allows you to configure your partition layout as Windows recommended partition layout (EFI system partition - Microsoft reserved partition - Windows partition - Recovery tools partition). There are many external drive installation instruction on MacRumors. I would suggest you use VM method rather than USBkey method.
I would suggest not using USB 3 enclosure. Try to use USB 3.1 gen 2 enclosure. This will allow full 10Gbps speed rather than old USB 3's 5 Gbps speed.
