I am rendering videos on my Mac Mini, but I am seeing very slow speeds. Can I use a external video card to help speed up the rending times?

2012 Mac Mini 2.3 Ghz Quad Core i7 16 Gb Ram SSD I am using an external hard drive (WD Red 2 TB through a Vantek HX 2R enclosure).

I am usually just converting VHS to DVD and enhancing the audio then burning to a DVD or Blu-Ray.

What are you using for software? VHS to DVD is just SD so your quad core i7 shouldn't have an issue with this at all. You should be completing the task in less than a half hour or so (granted I don't know what you mean by "enhancing the audio"). Of course this isn't taking into consideration of actually copying the VHS to your hard drive (that is real time).

I am using Final Cut Pro X and using the enhance audio feature.
 
I am thinking maybe the problem is I am putting the VHS footage in a 1080p time line as there does not seem to be a time line for vhs resolution. I tried a custom resolution to.match DVD but it always failed to export as a DVD and a master file.

Yep that's really pointless. what are you using to capture the export of the VHS?
 
There are SD resolution presets (PAL SD or NTSC SD) which would suit VHS capture, but your capture box may or may not match them. FCP X will let you create a Custom resolution if you need it.
