External Monitor Question

I have an external monitor hooked up to my macbook pro. Is there a way to scroll up and down between the external monitor and my macbook?
 
I do not have a 2 monitor system at this time (in the past I had a 3 monitor system), my experience is that the scrolling effected whichever window was active regardless of which monitor.
