I have a logitech external mouse hooked up to my ibook via usb, it works okay, but sometimes when I click on a window or just drag something, the mouse doesn't respond. It doesn't click in, if u will, then I just wait like 5 sec, and it goes away. This sound odd?

I suspect a faulty, out-of-date, or incompatible third-party mouse driver as the cause. Did your Logitech mouse come with any software? If it did, either remove it or update it and see if your mouse works better.
