I have a mac pro late 2013 with 500 GB SSD that only has Thunderbolt 2. I need more fast storage.

A 1TB internal SSD is $1,000. I can't find an external 1-2TB SSD Thunderbolt 2 drive. Everything is USB3. My other option is put an SSD into a Thunderbolt 2 enclosure. I can't find an enclosure under $200! The mac USB3 to TB2 adaptor doesn't work, without possibly a software hack which I don't want to do. Any suggestions?
 
The Delock 42510 enclosure ($85) plus a 2.5 inch SSD of your choice. You also need to get a TB cable.

I've been running mine with a 500GB Samsung 840EVO for over 3 years now and love it so much I invested in an Apple TB3 to TB2 adapter cable so I could keep using it with my 2017 iMac.

You could also get a TB to eSATA or USB3 adapter, and, if you need speeds beyond 500 MB/s, run it in a RAID0 (with a backup, obviously.) I use the AKiTiO version of it which was about $65. While I'm currently using it in regular mode, I've done two SSDs in RAID0 and it's fast
